Body camera footage of Vineland police-involved shooting released

Body-worn camera footage of a Vineland police-involved shooting last month has been released by the Cumberland County Prosecutor's Office.

The video shows the moments right before and right after 28-year-old Luis R. Conde-Perez was wounded by gunfire May 5.

The officer, whose name was not released, pulls up to the scene in the 500 block of East Birch Street at 11:23 a.m., where the Conde-Perez's father tells him, "He went crazy."

The man tells the officer his son does not speak English.

"He just came back out," the officer radios. "He still has the knife. He doesn't speak English."

"Hi, Luis," the officer calls.

He then indicates he is familiar with the family, naming the street where the family used to live.

"Yes," the man replies. "We've been here a long time."

The officer has a team from crisis management move up the street, away from the home.

"No, no, no," the officer says as Conde-Perez can be heard. "Relax, relax."

Conde-Perez then starts walking down the driveway toward them.

He says something in Spanish.

"He will have to kill me," a caption on the video translates.

"Luis, put it down," the officer repeats several times, while tell the father to get away as he walks toward his son speaking in Spanish.

As Conde-Perez continues to walk toward the officer, his father grabs his son's arm.

The younger man is spun toward his father and is seen raising the arm with the knife and bringing it down.

"No, put it down, Luis," the officer repeats as Conde-Perez tries to break away from his father.

"Drop the knife," the officer yells. "Drop the ..."

His words cut off as he fires to shots.

Conde-Perez immediately falls to the ground on his stomach, crying.

"You called them," the caption translations quotes him as saying. "I told you, Dad. I told you."

The knife clatters to the ground, and is kicked away, as the father kneels to comfort his son.

The entire confrontation takes less than 1½ minutes.

"He just tried to stab his dad," the officer radios.

Sirens can be heard approaching.

A woman, who identifies herself as Conde-Perez's aunt, tries to come forward, saying he will talk to her, but the officers keeps her back.

He then goes to his vehicle to get something to treat Conde-Perez.

Conde-Perez was airlifted to Cooper University Hospital in Camden, where he is listed in stable condition, the release said. His father was also treated.

Conde-Perez is charged with criminal attempted homicide and two counts of aggravated assault, along with weapons-related offenses.

The investigation is being conducted by the Cumberland County Prosecutor's Officer Professional Standards Unit in accordance with the N.J. Attorney General Directive.
