Registered Atlantic City sex offender had stolen gun, charges claim

A registered sex offender was arrested with a stolen gun after Atlantic City say they were tipped off about an armed man.

Jackie Mullins, 40, was arrested after running from police Wednesday night, Capt. Kevin Fair said.

Officers Matthew Crosby and Dion Liu tried to stop Mullins after Sgt. Daniel Arra received detailed information about a man with a handgun in the 1100 block of Arctic Avenue just after 7 p.m., according to the report.

Mullins was on a bike, and sped off when the officers approached, Fair said. He then jumped off the bicycle and started to run.

He eventually surrendered to the officers, but after allegedly discarding a loaded handgun under a vehicle, Fair said.

The gun was reported stolen from North Carolina.

Mullins is a certain person not to possess a handgun due to his criminal history, which includes a four-year sentence in the sexual assault of a minor in December 2016, according to prison records. 

He raped a 15-year-old girl who then became pregnant, according to the affidavit of probable cause obtained by BreakingAC.

      

He is a Tier II registered sex offender under Megan's Law, which deems him a moderate risk. There he is listed as Jackie Mullins Jr. He was released from Bayside State Prison on June 9, 2021.

Mullins is now in the Atlantic County Justice Facility. In addition to the certain person charge, he also is charged with unlawful possession of a weapon, possession of a weapon for an unlawful purpose, obstruction of justice, resisting arrest and receiving stolen property.

Mullins was remanded to the Atlantic County Justice Facility.  These charges are merely an accusation and not proof of guilt.  In all criminal cases, a charged defendant is presumed innocent unless and until proven guilty.
