Five things we know about the Atlantic City mayor investigation

Atlantic City Mayor Marty Small will speak on the warranted search of his home along with his attorney at a news conference Monday morning at City Hall.

Until then, here's  look at what BreakingAC has confirmed about the ongoing investigation into the mayor and his wife, Superintendent LaQuetta Small.

 

Search warrants at the Smalls'

Reports came early Thursday morning that there was a heavy police presence at the Smalls' home on Presbyterian Avenue.

The street was blocked off as the home was searched by members of the Atlantic County Prosecutor's Office.

Marty Smalls’ longtime attorney, Ed Jacobs, told media outlets that there were warrants, while warning that they are one-sided.

Judges approve search warrants based upon the prosecuting entity’s presentation. They do not allow for defense argument, and also do not require charges to have been filed.

Search warrants in New Jersey also are not public record, so BreakingAC was not able to get a copy of them at this time.


Principal arrested on misconduct, hindering charges

A few hours after the search at the Smalls' began, the Prosecutor's Office announced the arrests of Atlantic City High School Principal Constance Days-Chapman on charges that include official misconduct.

Days-Chapman, 37, is accused of failing to report a student’s allegations of parental abuse at home.

She allegedly ignored the unnamed student’s initial report. When the student then went to another staff member, Days-Chapman denied the first report, and said she would notify the Division of Child Protection and Permanency, according to the charges.

Instead, she allegedly went to the parents, warning them of the claims. 

DCPP told Atlantic County Prosecutor’s Office investigators that a report was never filed.


The Smalls were investigated by DCPP

Representatives of the agency formerly known as DYFS did investigate Marty and LaQuetta Small, sources previously confirmed to BreakingAC.

The Smalls’ daughter was also questioned for hours.

The Smalls’ ‘Mandy’ connection

The Smalls and Principal Days-Chapman — known as Mandy to her friends — have a close history.

Days-Chapman was handpicked by Dr. LaQuetta Small to take over as the High School’s principal when Dr. Small was named superintendent of schools.

Days-Chapman also ran for the Fourth Ward City Council seat on Marty Small’s ticket in 2019. She was then his campaign manager for his 2021 re-election bid.


Social media allegations

Earlier this year, a post on social media garnered a lot of attention for what it said. And who it did not address by name.

“(H)ow could (you) abuse (your) daughter and (you’re) mayor and superintendent. (The) good family?” reads the post.

It begins by saying, “Mental abuse is worse (than) physical but when (you’re) doing both that’s sad,” then continues, “sit here and play family role when no one is happy.”

It alleges that the unnamed mayor and superintendent “force your daughter to do things she don’t want to.”

When asked about the post last week by BreakingAC, the mayor would not address it publicly. 

The post alleges abuse several times, and indicates the writer has been threatened.

“(You) do anything for an image a picture (portraying) someone (you’re) not,” it reads. “(You) made numerous threats to me like I’m supposed to be frightened.”

It continues: “(You) call her all types of names then go to the city and say great day? (You) do anything for an image a picture (portraying) someone (you’re) not.”
