Two arrested on drug charges after Atlantic City resident's complaint

Two men were arrested after Atlantic City police found them engaged in a drug deal, according to charges. A resident’s complaint about drug activity led Officers Ryan Kov and Bryan O’Neill to patrol the area of Tennessee and Atlantic avenues, Sgt. Kevin Fair said. The officers saw Richard Davis and Derek Loper make a drug deal, and then go their separate ways, Fair said. Officers Justin Peyton and Jonathan Walsh stopped and arrested Davis at Tennessee and Pacific avenues. He was taken into custody and found to be in possession of heroin. Kov and O’Neill tried to stop Loper, who ran, attempting to throw several bags of heroin under a vehicle before he was caught, according to the report. The heroin was recovered by the officers. Davis, 47, of Pleasantville, was charged with possession of a controlled dangerous substance, distribution and possession with intent to distribute within 500 feet of a public zone. He was released on a summons with a future court date. Loper, 44, of Atlantic City, was charged with possession of CDS, obstruction of justice, resisting arrest, tampering with evidence and possession of drug paraphernalia. He also had an active warrant. Loper was taken to the Atlantic County Justice Facility.
