Atlantic City committee files criminal charge against mayor

The Atlantic City Democratic Committee officially filed criminal charges against the mayor and his campaign manager Monday. The group is alleging theft by unlawful taking after Frank Gilliam — then a councilman and mayoral candidate — deposited a $10,000 check made out to the committee. Gilliam has insisted it was an oversight and paid back the money after it was discovered. But an investigation by an ad-hoc committee of Democratic Committee members alleges something more. Retired Atlantic City Police Officer John Devlin was tasked by the ad-hoc committee to got to the Atlantic City Municipal Court on Monday to file the charges. BreakingAC was there when he put in the paperwork. "I was told this was coming," the woman who took the complaint told him. She said that they would not be able to find probable cause for the charges, which would have to be sent to an outside agency due to the mayor's position. She did not know who that would be. Devlin was expected to go back to the courthouse inside the Public Safety Building later Monday to get confirmation. The move could be the first step to bigger charges of official misconduct, which would have to be filed by a investigating agency.
