The video arrest on the Wildwood beach that has garnered thousands of views on social media is now at the center of an Internal Affairs investigation.
The video shows officers trying to put a 20-year-old Philadelphia woman in handcuffs on the beach.
“Stop resisting,” a woman can be heard saying over and over as the incident is captured with several beachgoers looking on.
"I'm not resisting," Emily Weinman can be heard saying.
Weinman posted the video on her Facebook page Sunday, saying she had gone to the beach Saturday with her boyfriend, their 18-month old child and another friend.
In the public post that has since been deleted or made private, she admitted to being underage and having brought beer that was concealed.
An officer gave her a Breathalyzer that showed she hadn’t had anything to drink, she said.
But after the incident, she said, "I asked them don't they have something better to do as cops than to stop people for underage drinking on the beach.”
Emily Weinman, 20, posted the video with an explanation of what happened on Facebook.
That’s when things changed, she said.
"I was gonna let you go but now I'll write you up,” Weinman said the officer told her.
She refused to give her name, saying she didn’t know what he would use it for. When he tried to arrest her, she said she fought to get him off of her.
The video shows two officers trying to get her into handcuffs, including one seen striking her three times with a closed fist to the head while she is on her stomach.
The officer than puts her in a headlock and flips her onto her back.
Weinman allegedly spit on or at the officers, according to the charges.
“An Internal Affairs Investigation was immediately initiated into this matter and the involved officers have been reassigned to administrative duty pending the outcome of a full and thorough investigation,” according to a statement from the Wildwood Police Department.
Chief Robert Regalbuto said that “while he finds this video to be alarming, he does not want to rush to any judgment until having the final results of the investigation.”
Weinman was charged with two counts of aggravated assault on a police officer, aggravated assault by spitting bodily fluids at/on a police officer, disorderly conduct, resisting arrest, obstruction and minor in possession of alcohol.
Police are asking anyone who witnessed the incident firsthand or who has supporting video to contact Detective Lieutenant Kenneth Gallagher at 609-522-0222. The Cape May County Prosecutors Office, Professional Standards Unit will be assisting in the investigation.
