New charges in Cape sex assault where mom allegedly was 'lookout'

Two Cape May County men accused of sexually assaulting a 5-year-old girl now face new charges for allegedly conspiring with the girl’s mother in an assault.

Ryan Roach and Willis Allen Jr. were arrested last year in connection with multiple assaults on the girl, the daughter of Roach’s longtime girlfriend.

Then in January, the victim’s mother was charged after a fellow inmate told detectives that Roach said Teresa Millard acted as “lookout” while the men sexually assaulted her daughter inside a barn on the Allen family’s farm.

Millard, 34, admitted she used a walkie-talkie to communicate with Roach, according to the affidavit.

The victim told police that here mother was present for the sexual assault involving Roach and Allen.

Roach was not even supposed to be at the Woodbine farm, where Allen’s mother was to act as supervisor for Millard’s visits with the little girl.

Now, Roach and Allen are accused of second-degree conspiracy to commit aggravated sexual assault, which can carry a prison term of five to 10 years.

Roach has been in county jail since April 8, when he was transferred from state prison, where he was serving an 18-month sentence on unrelated charges.

Allen had been released as the case went through the court system.

But the new charges put him back in jail last Friday, records show.
