Police were called to the area of New Hampshire and Melrose Avenue at 2:42 p.m., Lt. Kevin Fair said.
The 21-year-old man was found dead, hanging in a tree at Oscar E. McClinton Waterfront Park.
Fire Chief Scott Evans said his firefighters were called to assist with removing the body, which was about 12 feet up.
Preliminary reports indicate it was a suicide.
