Galloway woman indicted in fatal Atlantic City hit-and-run

A Galloway Township woman who continued on her way home before calling police about what turned out to be a fatal crash was indicted this week.

Carmen Ruiz, 55, is charged with vehicular homicide and leaving the scene of a fatal accident in the death of a Galloway man Sept. 25, 2020.

Dustin Miller, 25, was struck on the White Horse Pike in Atlantic City sometime before 4:30 a.m.

Ruiz told police she thought she hit something as she drove home westbound on Route 30 that morning, but it was too foggy to be sure.

Police searched the area, and found MIller facedown in the Marsh about an hour after receiving the call. They also found vehicle debris consistent with parts missing from Ruiz's vehicle.

Ruiz wasn't arrested until more than two years later, when the Atlantic County Prosecutor’s Office said the investigation revealed Ruiz used numerous medications that caused a state of intoxication and impaired her ability to operate a motor vehicle.

She was released from the jail Dec. 13, after a detention hearing.
