Video shows fatal shooting of Wildwood Crest man by police officer

Video related to the fatal shooting of a Wildwood Crest man by a Franklin Township police officer was released Tuesday, three weeks after the incident.
Roy Jackel Jr., 41, led police on a short chase just before 3 p.m. April 5, after stealing a marked police vehicle that responded to a crash in Buena Vista Township.
Video from his last moments shows Jackel running toward officers with his right hand behind his back as one yells for the suspect to show his hands.
A single gunshot is heard, and Jackel rolls onto the ground. He was pronounced dead at the scene.
The shooting by Franklin Township Police Sgt. David Jernegen remains under investigation.
The Attorney General’s Office released video from four mobile video recorders — commonly referred to as dashboard cameras — along with audio from communications as part of a 2019 policy making such investigations more transparent to the public.

There is no footage from body worn cameras.
The incident began as a response to a motor vehicle crash at Cumberland Avenue and Oak Road, with Franklin Township police arriving to give mutual aid.
Jackel then fled into the woods but came back and got into an empty police vehicle, according to the early investigation.
“He took off in my cruiser,” an officer is heard saying at 2:48 p.m.
During the chase, communications is heard saying, “He had a black object. Unknown what it is.”
After stopping the stolen vehicle, Jackel gets out and is seen walking on the side of the road toward a group of officers with their guns drawn standing behind a police SUV.
Both hands appear to be behind him, but at one point he shows his left hand, then puts it back.
“Show us your hands,” an officers yells. “Let me see your hands.”
Instead, Jackel picks up speed and starts running toward the officers with his right hand behind his back.
“He’s coming up right. He’s coming up right,” and officer yells. “He’s going to the right. He’s going to the right.”
Then, a single gunshot is heard.
Jackel rolls to the ground and police handcuff him and start to tend to him.
Officers provided medical aid to until emergency medical personnel arrived, according to a release from the Attorney General’s Office.
Jackel was pronounced dead by emergency medical personnel at about 4:11 p.m.
