Improperly registered sex offender tried to lure A.C. girl, police say

A convicted sex offender is accused of trying to lure a 12-year-old Atlantic City girl while not being properly registered under Megan's Law.

Kasheen Marshall, 48, is a Tier II sex offender due to a 2009 conviction for criminal sexual contact, records show.

He is now accused of entering the girl's property and trying to lure her.

The girl was sitting outside when Marshall biked by around 5:30 p.m. Sunday around the first , Lt. Kevin Fair said.

He entered the backyard and hid behind a wall, then started to signal the girl with his hands and by making clicking noises, according to the affidavit.

The girl ran inside to her parents crying, and told them what happened, according to the report.

When the parents came outside, they saw Marshall biking away and gave a description.

Marshall was arrested at California and Pacific avenues, the affidavit states.

Marshall last registered as a sex offender Feb. 18, 2021, but did not register as required on Feb. 18, 2022, according to the affidavit.

Marshall was last registered as living in Newark. But his interactions with law enforcement over the last year and a half indicate he has been spending a lot of time in Atlantic City.

His last registered address was in Newark, but he should have been registered with an Atlantic City address, according to the complaint.

“Marshall did fail to re-register with the law enforcement agency in which he intends to reside in less than 10 days before first residing at the new address, specifically by being in Atlantic City for 10 days and failed to report his new address to the police department,” the narrative stated.

But it appears Marshall may have been in Atlantic City a lot longer than 10 days.

He has various arrests in the city going back to Feb. 16, 2022, when he allegedly stole $5,000 from a casino hotel room at the Hard Rock Hotel & Casino, according to charges obtained by BreakingAC.

Marshall had at least three more cases in the city before his most recent arrest, including two separate cases in which he allegedly sold drugs to undercover officers.

It does not appear that he was charged with any Megan's Law violations at those times. He was released on summonses in those previous cases.

Marshall is now in the Atlantic County Justice Facility on the current warrant pending a detention hearing.
