While investigating, Lt. Mark Benjamin Sr. saw a man matching the description of a possible suspect, according to the report.
Hamid Palmer was seen from the Surveillance Center conducting a drug deal, Sgt. Paul Aristizabal said.
Benjamin and several other officers converged on Palmer and two other men.
Palmer, 22, was found with a loaded handgun, along with more than 100 bags of heroin and six grams of cocaine, Aristizabal said.
One of the other men, 21-year-old Kareem Watson Jr., also had a loaded handgun and 40 bags of heroin, according to the report.
Omar Law, 21, had a single bag of heroin.
Palmer and Watson were charged with drug and weapons offenses and taken to the Atlantic County Justice Facility.
